After several test locomotives that were delivered by the Austrian locomotive industry and were either too big or too heavy for the planned field of operation, the ÖBB started in 1964 to commission a standard Diesel locomotive with a lower axel load. The order for 150 locomotives was divided between the producer Jenbacher Werke (JW) and Simmering-Graz-Pauker (SGP). In contrast to the later deliveries with a straight main frame running from front to end, the 2143.04-13 feature a long cranked beam that is bent downwards at the front end similar to the series 2043. After the pre-production machines 2143.01-03 the first production line series 2143.04-13 was delivered in 1966/67 which is the prototype for the new Roco-H0-model.
